A replacement window almost never leaves the same opening behind. The new frame is a different thickness, the reveal is a different depth, and the blind that came down is now the wrong width, the wrong drop, or has nowhere to bracket. It is not a fault and nothing has been done badly. It is the frame, and the answer is a shade cut to the new opening.
Why do new windows change the blinds
A replacement unit is fitted inside the old rough opening, so the new frame carries its own jamb and its own trim. The visible opening ends up narrower, sometimes by an inch or more, and the reveal is usually shallower because the new frame is thicker than the one that came out.
A blind is cut to the old opening. Narrow the opening and it no longer goes in. Widen it and there is a gap. Lose the reveal depth and the bracket has nowhere to sit, even when the width still works. One of those three things is what has happened.
Can the old blinds be made to fit
Sometimes a roller can be cut down, and it is rarely worth it. The tube, the fabric and the clutch all have to come back in square, the fabric ends up narrower than the tube it is wound on, and the shade you get is a compromise hanging in a window you have just paid a lot of money for.
The straight answer is that a shade is a cheap part of a window replacement and it is the part everyone looks at.
